UN report warns of global water crisis amid climate change | WASHINGTON (AP) — Much of the world is unprepared for the floods, hurricanes and droughts expected to worsen with climate change and urgently needs better warning systems to avert water-related disasters, according to a report by the United Nations’ weather agency.

Global water management is “fragmented and inadequate,” the report published Tuesday found, with nearly 60% of 101 countries surveyed needing improved forecasting systems that can help prevent devastation from severe weather.

As populations grow, the number of people with inadequate access to water is also expected to rise to more than 5 billion by 2050, up from 3.6 billion in 2018, the report said.

Among the actions recommended by the report were better warning systems for flood- and drought-prone areas that can identify, for example, when a river is expected to swell. Better financing and coordination among countries on water management is also needed, according to the report by the U.N.’s World Meteorological Organization, development agencies and other groups.

“We need to wake up to the looming water crisis,” said Petteri Taalas, secretary general of the World Meteorological Organization.

The report found that since 2000, flood-related disasters globally rose 134% compared with the previous two decades. Most flood-related deaths and economic losses were in Asia, where extreme rainfall caused massive flooding in China, India, Indonesia, Japan, Nepal and Pakistan in the past year.

The frequency of drought-related disasters rose 29% over the same period. African countries recorded the most-drought related deaths. The steepest economic losses from drought were in North America, Asia and the Caribbean, the report said.

Globally, the report found 25% of all cities are already experiencing regular water shortages. Over the past two decades, it said the planet’s combined supplies of surface water, ground water and water found in soil, snow and ice have declined by 0.4 inches (1 centimeter) per year.

Exclusive: of AVIATION SAFETY RISKS U.S. on limits

The Federal Aviation Administration (FAA) wants the U.S. telecommunications regulatory agency to ensure a delay in some 5G C-Band transmissions from smaller operators.

Acting FAA Administrator Billy Nolen said the agency wants the Federal Communications Commission (FCC) to mandate voluntary mitigations that AT&T and Verizon agreed to earlier this year mandated for 19 smaller telecoms and other spectrum holders.

In a previously unreported letter dated Friday, Nolen cited industry data established "aviation safety would be compromised if the U.S. government does not codify certain additional operating limits in the 5G C-Band environment."

The letter was sent to the National Telecommunications and Information Administration (NTIA) and FCC Chair Jessica Rosenworcel was copied. The NTIA, FAA and FCC did not immediately comment.

Concerns that the 5G service could interfere with airplane altimeters, which give data on a plane's height above the ground and are crucial for bad-weather landing, led to disruptions at some U.S. airports earlier this year.

Nolen's letter warns that without the FCC mandating the mitigations "the FAA would be forced to take immediate steps to ensure the safety of the traveling public, raising the likelihood of flight disruptions across the United States."

In June, Verizon and AT&T voluntarily agreed to delay some C-Band 5G usage until July 2023 as air carriers work to retrofit airplanes to ensure they will not face interference.

Airlines CEOs on Jan. 17 had warned of an impending "catastrophic" aviation crisis that could have grounded almost all traffic because of the 5G deployment. A deal struck shortly before a January deadline did not prevent dozens of foreign carriers from canceling international flights to the United States, and it cast the U.S. regulatory system in an ugly light.

Nolen's letter said "the aviation industry is aggressively retrofitting the current U.S. domestic and international fleets that fly in the United States" with radio frequency filters. But it added "data indicates that even retrofitted aircraft would be susceptible to interference if the report and order is not modified, resulting in renewed concerns about unsafe interference."

Earlier this year, the FAA and altimeter manufacturers divided the U.S. commercial passenger airline fleet into four groups based on their tolerance to interference.

It remains unclear if the four-member FCC has the authority to retroactively impose conditions on companies that purchased spectrum at auction or if would have the votes to make any changes.

The FAA has shrunk zones around airports where Verizon and AT&T cannot fully use towers. Verizon said the June agreement would allow it to "lift the voluntary limitations on our 5G network deployment around airports in a staged approach."

The FAA letter said the voluntarily mitigations by AT&T and Verizon "have resulted in the safe deployment of more than 50,000 wireless antennas across the nation." It noted that "the FAA has no authority" to require the 19 other spectrum holders to adopt the same precautions.

Nolen's letter seeks near-term conversations at senior levels between the NTIA, FAA and FCC.

A recent Organization for Economic Co-operation and
Development (OECD) report projects that global plastic
use and waste will nearly triple by 2060 with a meager
increase in plastic recycling, resulting in a doubling of
global plastic pollution.2

The United States Department
of Energy (U.S. DOE) estimated that the volume of plastic
waste in the U.S. rose to 44 million metric tons in 2019,3
which is about 295 lbs per person.4

The plastics and products industries have been
promoting plastic recycling as the solution to plastic waste
since the early 1990s.5

Some 30 years later, the vast majority of U.S. plastic waste is still not recyclable. The U.S. plastic recycling rate was estimated to have declined to about 5–6% in 2021, down from a high of 9.5% in 2014 and 8.7% in 2018, when the U.S. exported millions of tons of plastic waste to China and counted it as recycled even though much of it was burned or dumped.6

In February 2020, Greenpeace USA published a
comprehensive survey of plastic recycling in the U.S. titled “Circular Claims Fall Flat.”7

In that report we predicted
that “the economic driver for collecting, sorting and
reprocessing post-consumer plastic products is likely to
worsen as expansion of plastic production lowers the cost of new resin.”8

That prediction has proven true as the U.S.
plastic recycling rate has continued to decline.
Since 2020, an even greater barrier to plastic recycling
than poor economics has come into focus through scientific research and testing: the toxicity of recycled plastic.
According to a 2021 report published by the Canadian
Government, toxicity risks in recycled plastic prohibit “the
vast majority of plastic products and packaging produced” from being recycled into food-grade packaging.

2022 UPDATE TO 2020
COMPREHENSIVE SURVEY

The 2020 survey examined plastic products accepted
by the U.S.’s approximately 370 material recovery
facilities (MRFs), and U.S. domestic plastic waste
reprocessing capacity. The survey results revealed that
only some types of PET#1 and HDPE#2 plastic bottles
and jugs could be legitimately claimed as recyclable
and led to the conclusion that most types of plastic packaging were economically impossible to recycle at the time and would remain so in the future.

This 2022 update of the survey shows little change:
only PET#1 and HDPE#2 plastic bottles and jugs are widely accepted by the 375 MRFs in operation in the U.S. today.

This finding is consistent with the 2021 California Statewide
Recycling Commission’s determination that only PET#1
and HDPE#2 bottles and jugs are recyclable in California.10
