For roughly five centuries, European and then American power rested on a technological asymmetry that let a fleet or an expeditionary force arrive offshore and dictate terms. That asymmetry is gone. The capability he calls ISR-Strike — persistent space-based and terrestrial surveillance fused by data links to large inventories of standoff weapons — is now buildable by medium powers at a fraction of superpower budgets. Once a state possesses it, he argues, it becomes effectively unassailable by expeditionary force. The implication is not about one war. It is that the era of sailing in and imposing terms has structurally ended, and that pretending otherwise is what produces disasters.

The final third turns inward, to a question Macgregor has written books about: how little real agency anyone in the American system actually has. Why a combatant commander depends on service chiefs who decide what forces he receives. Why Senate confirmation systematically filters for what he calls a "safe pair of hands." Why every president gets roughly twelve to eighteen months of genuine capacity before re-election logic consumes him. And why George Marshall is a misleading model — he operated under an executive order granting him near-total authority at the outset of a war.

He closes on Rome. After the Teutoburg Forest, after reverses against Persia, Rome set limits and stopped. Macgregor's argument is that limits are not defeat. They are what durable powers learn.
